Bård Øina has been a project manager in the Naval Systems Division in Norwegian Defence Materiel Agency (NDMA) since January 2001.

In 2020 he took over the Mine Warfare Project Section in the Naval Systems Division of Norwegian Defence Materiel Agency (NDMA). This includes the responsibility for managing the Future Mine countermeasure capability project (P6359)

Øina was born in Kristiansand in the southern part of Norway in 1973. He started his military carrier at the Officer Candidate school in 1992 and has completed the Naval Academy (1995), the Naval staff National Logistics Course (2013) and the Armed Forces Staff College (2015).

After graduating from the Naval Academy, he served in the Royal Norwegian Navy as an engineer. In 1998, after his sea duty, Øina travelled to Trondheim and the Norwegian University of Science and Technology, where he completed a master in Marine technology late 2000.

In 2001 Øina joined the Skjold-class Corvette project as assisting platform systems manager, and moved on to platform systems manager from 2003-2007. In 2007 Øina was hired by LMG MARIN AS as ships systems engineer, followed by 4 months as site officer for a ship conversion project at the Pan United Ship yard in Singapore. He returned to the armed forces in 2008, responsible for a newly established project section handling in service installation projects, including the preparation project for HNOMS Fridjof Nansen anti pirate deployment to Aden in 2009.

In 2017 he was appointed Commander (sg) and head of the newly established Marine Technology and Robotics project section (MARTEK), consisting of over 20 different projects, spanning across the Naval capability portfolio. During this period, he also led the HUGIN project delivering four new HUGIN systems to the Navy between 2014 and 2020.
Bård is married to Silje and they have two teenage children and a boxer dog. The family lives in down town Bergen and he mainly focuses his spare time on family activities. He enjoys being athletics trainer for his two children, music concerts and motorcycles.
